OWNER/PRESIDENT

Laura R. Branthoover, PE took over company ownership in 2022 but had previously been employed at Glenn Engineering.  Due to this change in ownership, Glenn Engineering is now considered a Woman-Owned Small Business.

Ms. Branthoover is proficient in the area of Engineering Design, including, but not limited to:  erosion and sediment control, post-construction stormwater management permits, and hydrology and hydraulics calculations for various site designs. She works closely with multiple clients to ensure timely completion of project reports, schedules, drawings, and cost estimates.

Ms. Branthoover is a Registered Professional Engineer and has a bachelor’s degree in Civil Engineering from Penn State University with a focus in structures.

Brad L. Branthoover joined the staff of Glenn Engineering & Associates, Ltd. in August of 2022. Brad is a 2006 graduate of the University of Pittsburgh with a BS degree in Engineering.

Mr. Branthoover’s career consists of working in both an engineering and design capacity as well as in a supervisory role in manufacturing settings. With experience from designing and analyzing piping networks for nuclear power plant turbine buildings to acting as a supervisor for the production of steel as well as the manager of quality for nuclear fuel tubing manufacturing, Mr. Branthoover uses his experience to achieve the highest results for all his clients.

As an engineer for Glenn Engineering & Associates, Ltd., Mr. Branthoover works closely with multiple clients to ensure project reports, schedules, drawings and cost estimates are completed in a timely manner and always ensures the clients best interests are the top priority.

SENIOR ENGINEER

Donald M. Glenn, P.E., P.L.S. is the Founder of Glenn Engineering & Associates, Ltd. Mr. Glenn serves as the consulting engineer to numerous municipalities, municipal authorities and Council of Governments. Mr. Glenn has, for over 60 years, provided a full range of services to his clients and has been extensively involved in the day-to-day operations of municipalities and municipal authorities as they relate to infrastructure problems and solutions. Mr. Glenn also serves as Code Enforcement Officer for several municipalities.

Mr. Glenn provides an extensive list of services to his clients, which include, but are not limited to, the design of water distribution systems, wastewater treatment facilities and pump stations, sanitary and storm sewer systems, storm water detention facilities, roads, bridges, park and recreational facilities and site development.  He is also involved in the preparation of Fiscal Budgets and Annual Reports for many of his clients and assists in the preparation and submission of numerous applications for grant funding from many agencies.  Mr. Glenn has also worked with many of his clients on municipal bond issues.

Mr. Glenn is a 1959 graduate of the University of Michigan at Ann Arbor with a Bachelor of Science Degree in Civil Engineering.

Mr. Glenn is both a Registered Professional Engineer and Registered Professional Land Surveyor in the Commonwealth of Pennsylvania and is a Certified Operator for both Water and Wastewater Treatment Facilities.  He is also a member of the American Society of Civil Engineers (A.S.C.E.) as well as a Veteran of the US Navy and former employee of Pennsylvania Railroad and Union Railroad.

David W. Gilliland, PE joined the staff of Glenn Engineering & Associates, Ltd. in 1980.  Mr. Gilliland obtained his Professional Engineering License in December of 2004.

Mr. Gilliland is proficient in the area of Engineering Design, including, but not limited to:  water, wastewater, stormwater, parks and recreation, public improvements, streets and roads, and demolition.  Mr. Gilliland is also responsible for the preparation of applications for grant funding, contract administration, long range planning, capital and fiscal budgets, project representation (construction inspection), surveying, drafting, water and sewer studies and reports, public presentations and hearings, structural integrity analysis and reports, zoning and ordinance enforcement.

The project which Mr. Gilliland is most proud is the 1990 Water System Improvement Project for the Braddock Water Authority.  Mr. Gilliland was instrumental in assisting the client in acquiring the necessary funding for this $4.7 Million Project.  He also completed the feasibility study and financing application, design and construction management.  This project involved reconstruction of the entire water distribution system of the Borough of Braddock from storage to distribution throughout the entire municipality.

Mr. Gilliland is a 1980 graduate of the University of Pittsburgh with a BS degree in Civil Engineering and received his M.B.A. in 1989 from Duquesne University. He is a member of ASCE and is a board member of the Wilkinsburg Penn Joint Water Authority. He was also a Chairman of the Braddock Salvation Army Advisory Board for over 20 years and former Chairman of the Wilkinsburg Parking Authority.

Robert E. Zischkau, Jr., P.L.S., serves as a primary client contact to several municipalities and authorities. For over fifty years, Mr. Zischkau has been involved in various capacities and has provided consultation related to municipal infrastructure problems and solutions; including design and contract administration, the preparation of applications for grant funding, budgets, and Annual Reports.

In his early years, Mr. Zischkau served as a Drafter and Field Surveyor. He also has extensive field experience as an on-site troubleshooter for pump stations and water and wastewater treatment facilities and as a project representative.

Throughout his career, Mr. Zischkau has been involved in a wide variety of assignments, including the design and contract administration of many significant projects including roads, storm and sanitary sewers, water lines, wastewater treatment facilities, pump stations, and park and recreation facilities. Mr. Zischkau also has extensive experience in the application and administration of many grant programs, including, but not limited to:  Community Development Block Grants, Pennsylvania Infrastructure Investment Authority (Pennvest), Pennsylvania Department of Conservation and Natural Resources – Keystone Recreation Program, Pennsylvania Department of Commerce – Community Facilities Grants, Community Infrasture Tourism Fund and Gaming Economic Development Tourism Fund and Pennsylvania Department of Economic Development Grants. Recently, Mr. Zischkau has had major success in obtaining many grants through The Commonwealth of Financing Authority and Greenways, Trails and Recreation Programs, PA Small Water and Sewer Program and he has assisted clients in receiving numerous grants through the ALCOSAN “GROW” program.

Mr. Zischkau has served in numerous business and environmental organizations including President of the Western Pennsylvania Water Pollution Control Association, President of the Pennsylvania Water Environmental Association, Pennsylvania Director, Water Environment Federation, Chair, Science and Technology Panel – 3 Rivers Wet Weather, Inc., Charter Member and Sub Committee Chair – Allegheny County Emergency Services – Local Emergency Planning Committee. He has received many awards for his service. Mr. Zischkau serves as Chairman/CEO of Eastern Area PreHospital Services.

Mr. Zischkau is a 1972 graduate of the University of Pittsburgh and since 1976 is licensed as a Registered Professional Land Surveyor in the Commonwealth of Pennsylvania.

JOSEPH A. DURSA

ENGINEERING ASSOCIATE AND PROJECT REPRESENTATIVE

Joseph A. Dursa joined the staff of Glenn Engineering & Associates, Ltd. in 1987 and serves as an Engineering Associate providing a wide variety of services to numerous municipalities and municipal authorities. Mr. Dursa serves as municipal representative to several municipalities and assists in identifying and solving problems relating to the infrastructure. In addition, Mr. Dursa has over fifty years’ experience as a designer and a drafter.

Mr. Dursa’s experience includes numerous disciplines; site planning and grading, road, highway and bridge design, storm sewer and sanitary sewer design, water treatment and distribution, wastewater treatment, soil erosion and sedimentation control and estimating. Much of Mr. Dursa’s current responsibilities involve project representation for the majority of the firm’s major construction projects. Mr. Dursa is an approved Project Representative (Inspector) by the Pennsylvania Department of Transportation, Pennsylvania Infrastructure Investment Authority (Pennvest), the United States Department of Agriculture and the Farmers Home Administration.

Mr. Dursa is a 1969 graduate of the Fayette Institute of Commerce and Technology with an Associate Degree in Mechanical Drafting and a 1974 graduate of Point Park College.

RICHARD C. HINKLE

ENGINEERING ASSOCIATE

Richard C. Hinkle, Engineering Associate, has been affiliated with Glenn Engineering & Associates, Ltd. for over forty years.  In that time, he has served the firm in a multitude of positions.  Currently, Mr. Hinkle serves as Project Coordinator, Research and Specification Coordinator and Primary Designer for projects related to sanitary sewage and wastewater treatment.

When joining the firm in 1977, Mr. Hinkle’s early years were spent in field surveying, initially, as a chainman.  Under the tutelage of professional land surveyors, he served as both an instrument person and crew chief.  After moving into the office, his primary responsibilities included survey support, deed research and drafting.  His background in surveying permitted Mr. Hinkle to become a design consultant for private developers during the years when private work was the central focus for the firm.

For the past twenty years, Mr. Hinkle has provided consultation related to municipal infrastructure and has specialized in wastewater system collection, conveyance, and treatment.  The Drennen Heights sewer collection system in 1990, at over $2 million in cost, is his largest single project to date.

In 2004, when the Consent Orders for the ALCOSAN sanitary sewer system and satellite systems went into effect, he moved into the Arcview Global Information System (GIS) work area and provides support for the drawings and database submittal to the various regulatory agencies.

Mr. Hinkle also provides staff support including design and contract administration for other projects, including, but not limited to storm sewer systems, pump stations and park and recreation facilities.

ROBERT A. DEZORZI

CAD Manager

Robert A. DeZorzi, Engineering Associate for Glenn Engineering & Associates Ltd. serves as CAD Manager and Designer. Mr. DeZorzi provides a wide variety of support to the firm. His duties include municipal review of developer’s plans in accordance with Municipal Ordinances and Regulations. Mr. DeZorzi is also responsible for coordinating the design process of various municipal projects including park and recreational facilities rehabilitation, municipal sewer system rehabilitation, design of new municipal sewer systems, and design of waterlines.

Mr. DeZorzi has, throughout his career, gained experience in stormwater management, soil erosion & sedimentation control plans and narratives, site plan preparation, Pennsylvania Department of Labor and Industry plan preparation, and private development work, including but not limited to, roadway design, grading plans, subdivision layout, and storm & sanitary sewer design.  Mr. DeZorzi has experience in preparing various Department of Environmental Protection permits such as planning modules, sanitary sewer part II permits, N.P.D.E.S. permits, and General Permits.  His experience in Project Representation includes sanitary sewer air testing & vacuum testing, sanitary sewer construction, and inspections of private development projects for various municipalities.

Mr. DeZorzi is fluent in architectural design relative to IBC Code Compliance and ADA code Compliance. Mr. DeZorzi has also received extensive training in computer aided drafting and design and is now proficient in AutoCAD Land Desktop, AutoCAD Architectural Desktop, and HydroCAD.

He has also attended various seminars relating to municipal work including playground safety compliance regulations, N.P.D.E.S. permits, pump station design and annual Westmoreland County Conservation District Workshops.

Mr. DeZorzi is a 1986 graduate of Westmoreland County Community College with an Associate’s Degree in Drafting and Design Technology.

DAKOMA P. THOMAS

Inspector/CAD Associate

Dakoma P. Thomas has a broad range of experience first-hand with construction and contracting from performing excavations, grading and pipe installations. He currently performs pipe inspections and completes a broad range of CAD assignments using the latest 2023 AutoCAD Civil 3D.

Dakoma graduated from Penn Trafford High School in 2017 and began working for Trafford Public Works & Sewage Department. He is currently NASSCO Certified in all 3 areas including, Pipeline Assessment Certification Program (PACP), Lateral Assessment Certification Program (LACP) and Manhole Assessment Certification Program (MACP).

Mr. Thomas is our resident retaining wall expert and is capable of completing inspections for all municipal projects.

RANDY E. ZISCHKAU

Field Representative

Randy E. Zischkau joined Glenn Engineering and Associates, Ltd., in July of 1999. He currently serves as Field Representative and performs a wide variety of assignments for the firm.

Mr. Zischkau has extensive experience as a field surveyor. Currently, he serves primarily as a field technician where he performs such tasks as sewer system evaluations, including manhole and sewer line evaluations. He also provides support services by providing field details for design and field evaluation of problems and conditions.  He also has excellent computer skills and assists as needed in this capacity.

Mr. Zischkau has also been providing project representation (inspection) services including, but not limited to:  roadway improvements, storm sewer and sanitary sewer construction and reconstruction, waterline replacement, park and recreational facilities improvements and small structure construction.  Mr. Zischkau works on Community Development Block Grant Projects and other grant related assignments. He is also an expert in GIS and GPS mapping.

Mr. Zischkau is a 1975 graduate of Turtle Creek Area High School.

THEODORE J. CZEKAJ

Field Representative

Theodore J. Czekaj joined the staff of Glenn Engineering and Associates, Ltd in 2002 and brought twenty-one years experience in computer aided drafting and design in both mechanical and civil engineering disciplines.

Mr. Czekaj performs detailed Geographic Information System (G.I.S.) Mapping and Global Positioning Satellite (G.P.S.) locations for municipal needs, including, but not limited to roads, storm and sanitary sewer systems.

Mr. Czekaj also performs detailed field evaluations of infrastructure facilities including manholes, catch basins, storm inlets, and pipelines.

Mr. Czekaj currently provides project representation for various projects, including water line construction and road construction, reconstruction, and resurfacing.

Mr. Czekaj is a 1977 graduate of East Allegheny High School and the Westinghouse Air Brake Company Apprentice Program, holding certificates in Wood Pattern Making, Journeyman, and Associate Engineering.

Mary Kay Kustra

Administrative Assistant/Office Manager

Mary Kay Kustra serves as the office manager of Glenn Engineering. She is responsible for project contracts and monitoring their completion. She is also responsible for overall office activities including billing, payroll, inventory ordering, office automation, and responding to office inquires.  In 2017, Ms. Kustra joined the staff of Glenn Engineering.

Among her assignments, Ms. Kustra provides computer support and assists with numerous administrative and clerical assignments relating to various projects and disciplines.

Ms. Kustra is a graduate of Westmoreland County Community College with an Associate’s Degree in Business Administration.
